Strategic Management Implementation Plan for Groundwater Pollution Source (III)

This project has collected the current state of underground water resource management in Taiwan, and analyzed the hydrological and geological characteristics that impact groundwater, as well as the sources of pollution. With a focus on areas with large quantity of groundwater recharge and usage, and poor water quality, Taichung Basin was selected as the target groundwater zone. Taichung Basin was characterized having high concentration of industrial sources. Three sample areas at Taichung Basin recharge area were conducted to establish a priority for industrial area monitoring and management in the recharge areas, so as to monitor the potential impact of pollution on water quality effectively. A land-use assessment of 101 monitored wells within a 100-meter radius was conducted and the land use was categorized into agricultural, industrial, and residential types. Information was gathered on foreign well source protection policies, a list of potential relevant pollution sources was compiled, and recommendations for cross-agency collaboration and classified monitoring strategy were made for reference by agencies related to groundwater usage. The management of industrial parks in Taiwan has been thoroughly analyzed and evaluated by collecting information on past management practices. The results of this evaluation have been used to formulate a comprehensive management framework for industrial parks, which includes two management strategies, namely, pollution early warning and prevention and pollution tracing and improvement. The 2 strategies also include six corresponding management measures. This project has carried out on-site surveys in 15 red-light and orange-light industrial parks, in order to verify existing industrial site information, create maps for factory locations and boundaries. Additionally, the project team conducted an on-site survey at an industrial enterprise that covers a large area, in order to assess the potential for pollution within its internal processes. This information has been used to feed back into the verification and management processes during the implementation of groundwater monitoring plans and the construction of land use history. Regarding the development of the laws and regulations related to the management of industrial parks, information from past meetings has been collected and the long-term regulatory revision proposals have been updated based on the latest cases of administrative appeals and litigations. The management system of industrial parks has been improved by expanding the RWD responsive function of the soil and groundwater management system of industrial parks and establishing a geographic information management platform for industrial parks. The database of potential pollution source has been integrated and edited, and functional improvement and renovation suggestions have been proposed.
